COBRA usually applies if your employer had 20 or more employees on most working days last year. If it did not, ask HR about your state's continuation coverage. Your election notice usually arrives within 44 days of your last day. You then have at least 60 days to choose, counted from the later of the day your coverage ends or the day the notice reaches you. Not legal advice.
